Walton studied at The Glasgow School of Art and at Dusseldorf. He lived and worked in Glasgow till 1893 then moved to London, but returned to Scotland in 1904, settling in Edinburgh. He devoted himself to portraiture, landscape and figure subjects. He painted the panel 'Glasgow Fair in the Fifteenth Century' in the Banqueting hall of the City Chambers, Glasgow. Walton was one of the pioneers in the movement known as the Glasgow School of Painting. He was elected ARSA in 1899, RSA in 1905, RSW in 1885, PRSW in 1915.
